McClintock becomes proposed legislation
The Barbara McClintock Project to Cure AIDS has become proposed legislation introduced to the U.S. House by Representative Jerrold Nadler, D-N.Y.. as House Bill HR 3310. ACT UP did not anticipate the project being introduced to the House this soon, but there it is. The important thing now is to read and understand the project and write to your representatives to sign on and support House Bill 3310.
The main objection. to the McClintock project seems to be the exercising of the government's power of eminent domain, which would force drug companies to make their research

and products available on demand. This would only be used in the most extreme circumstances, for example, if a drug company was withholding vital information. The other objections are conflict of interest, since the McClintock Project requires all researchers involved to give up their interest in pharmaceutical stocks to ensure objectivity, and it begs the question, will the best and the brightest researchers be willing to relocate their families to a central location. The preliminary estimate to build the facility is between $150 million and $200 million, which is a fraction of what was spent on the Persian Gulf War. When we first talked about the Barbara McClintock Project to Cure AIDS, we stated that it would take the cooperation of the entire community and other AIDS organizations. Now is the time. Please get a copy of the project, they are available at our workspace located at 1430 W. 29th, Suite #6 (above the Lesbian & Gay Community Center). Famil-

They told us we would never get the research on life saving drugs from the seven years it used to take to the one
year or less in some cases, that it takes today. We did. They told us we would never get the FDA to allow parallel track access. We did. In fact it is a common procedure today, not just for AIDS but for other life threatening diseases, as well. Now they tell us that the Barbara McClintock Project is asking for too much, that it won't work. We will do this too. The Pharmaceutical Association will lie to us, and about us. They will tell you this will take money away from the NIH. It will not. What it will take from the NIH is prestige and power, and that is what they fear most.
This has nothing to do with political
ideologies. What it is about is an all-out
effort to cure AIDS So, even if you do not approve of ACT UP, don't disregard a well thought out project which is for ali peopic

A special thank you. ACT UP would like to thank Richard Husarick. Without his help and generous contribution of office furniture we'd be sitting on the floor, and a special thank you to Paul Hamlin for his continuing support and encouragement. And for putting up with us while we worked out of Joe's office at their house all summer.
